    What is the element that will decrease the pressure?

    Just like the opposite of VENT.

    you could also use BOYL with a low temperature, PUMP, ICE, and PRTO but it has a small effect

    No,im upgrading a gas power plant but the boiling room is having too much water and the VACU will suck up the steam and water.Also the PUMP will make the water not boiled.

    Block the VACU with something that doesn't block pressure, then.

    PUMP is a common choice. What I often do is make a pressure pipe to the outside, but that's could be an issue if you need other pipes around the boiler.
