There is a slightly more updated changelog here,
but it doesn't have the 83.1 changes yet. Basically, tpt was re-written, and so there are tons of changes between versions 82 and 83, and it's not possible to list all of the things that were changed, because they were redone.
And lightning was changed a little, it can be created by the brush faster now, but that's it -
