Depending on how it's done, a randomizer can function as an AI, but it needs to be guided by certain patterns to "understand" things. I know how to create many types of AIs; this is just my level 1 design, it's bad and... well... it can hardly be considered an AI, but I call it an AI anyway because it's cool... (sorry if my english is bad...)
