uses an arm to move fuel elements in and out of the reactor. the elements also act as the reactors lid. (removing them while reactor is opperating is a bad idea) the plant can also be controlled by STKM but unreliably. nutrons are moderated with DCEL

    Wow, +1... Takes quite a bit to refuel, but that's a point of realism
