also only make cray and dray (and pstn) only be banned if it directly attacks the wall UNLESS the cray is powered using inst which basically allows it to just chip through and not immediately erase

1st layer is reasonably indestructible within the rules of the save; the rest of the bunker can still be destroyed with the AWIPS V4
