    Monitor tunnel entrances and exits more, and make sure no one gets into the maintenance tunnels other than proper workers. Keep track of all the workers, and hire supervisors to make sure they don't do anything suspicious. Do background checks on both the workers and supervisors. Also, send teams to patrol the sewers with proper chemical protection as well.
