    Continue with the current procedures, fix the pipes, and monitor all water filtration plants. Rescue the workers with scuba teams and small submersibles if the tunnels are large enough, and make sure they have enough oxygen and equipment for them and the survivors. Attempt communication with the workers if this is still going. Reinforce pipes and make sure they aren't cracked or damaged.
