We would send civilian ferry-sized boats to drop off the food exports into Vaznian ships, which were then commanded to drop them off at ports, giving them lower prices and more food, compacted in cans and boxes to provide rations while being cheap, which allowed them to spend in other areas, with us subsidizing some of the cost. This would provide us plausible deniability as the boats were civilian..
