Why is there so much deuterium oxide in this city? I'm confused. I understand district 2 (as the storage tanks could be used to contain it for experimentation), but the rest doesn't make sense. As this is such an important city, it means a few protons could destroy this empire. I still like the save though. A lot. (see earlier comment). -
